1DOT Digital Services (DS) is the U.S. Department of Transportation's next-generation, department-wide vehicle for digital services and software engineering. It consolidates modernization, development, enhancement, and sustainment work across the Office of the Secretary (OST) and every Operating Administration under a single multi-award Blanket Purchase Agreement (BPA).

1DOT DS is the successor to Software Engineering Services (SWES). Since the original SWES BPAs launched in March 2020, 15 incumbents have executed 125 orders worth more than $752 million. Now DOT is expanding the model department-wide — two pools, 21 task areas, and work that reaches from enterprise shared services down to individual mission programs.

1DOT DS is a multi-award BPA that covers the full lifecycle of digital services across DOT — Development, Modernization, and Enhancement (DME) plus Operations and Maintenance (O+M) — delivered at three scales: enterprise (shared services), cross-modal (multiple administrations), and modal (a specific program or mission).

DOT plans a two-pool structure: a Small Business Pool and an Unrestricted Pool, both issued against the GSA Multiple Award Schedule under SIN 54151S. The BPA aligns to DOT's IT Strategic Plan and is built to push reusable, "code once, use often" delivery across the department rather than one-off builds per administration.
