The Army has determined to no longer pursue the solicitation and award of the Modern Software Delivery IDIQ.
Contract Canceled:
As of June 27, 2025, The Department of Homeland Security has canceled the evaluation of proposals submitted under its PACTS III department-wide contract vehicle solicitation.

Contract Overview
The AFRL AMAC is a major enterprise-wide S&T contracting vehicle intended to streamline access to research, development, prototyping, experimentation, and technology transition capabilities across AFRL. The Draft RFP was released on December 19, 2025, with industry questions due January 7, 2026 at 4:00 PM ET. The Government is still finalizing the acquisition strategy, though OASIS+ is being considered as a potential model.
AMAC is structured as a full and open + small business competition with no maximum number of awardees, similar to MDA SHIELD and OASIS+. Section M states that “Awards will be made to each and all qualifying offerors,” making this a qualification-based, self-scoring competition.
The contract will support AFRL’s broad S&T mission, including basic and applied research, digital engineering, modeling and simulation, testbed development, and technology transition to operational military capabilities. The Statement of Objectives (SOO) outlines a wide-ranging scope that spans air, space, cyber/electronic warfare, and crosscutting technology domains.
