Contract Overview

CYBER DOME is CISA’s flagship enterprise cybersecurity contract and represents one of the most significant cyber modernization opportunities in the federal market. With an anticipated $18 billion ceiling, CYBER DOME will consolidate multiple legacy programs — including elements of CDM DEFEND, FLASH, and other DHS cyber task orders — into a unified, scalable acquisition channel.

This vehicle is designed to reduce fragmented buying across DHS, improve interoperability, and accelerate adoption of modern cybersecurity capabilities. CYBER DOME will support a wide range of mission needs, including zerotrust implementation, cyber operations, vulnerability management, supply chain risk mitigation, and AIenabled cyber analytics.

Unlike many DHS vehicles, CYBER DOME is being built from the ground up to support enterprisewide adoption, meaning it will be accessible not only to CISA but also to DHS components and federal partners through shared services agreements.

CYBER DOME is the first enterprisewide cybersecurity vehicle of its kind for CISA — creating a level playing field with no direct incumbents and significant opportunity for new entrants major differences from the previous version of the contract if it’s being recompeted.
