Cybersecurity and Infrastructure Security Agency – Cyber Dynamic Operational Multiple Award Environment (CYBER DOME)
We offer comprehensive proposal support for the Cybersecurity and Infrastructure Security Agency’s (CISA) $18 billion Cyber Dynamic Operational Multiple Award Environment (CYBER DOME) contract, designed to procure enterprise cybersecurity services, tools, and modernization support across DHS and partner agencies. Our services help large and small businesses navigate this highly competitive cyber vehicle with confidence.
Army MSD IDIQ has been cancelled:
The Army has determined to no longer pursue the solicitation and award of the Modern Software Delivery IDIQ.
Contract Canceled:
As of June 27, 2025, The Department of Homeland Security has canceled the evaluation of proposals submitted under its PACTS III department-wide contract vehicle solicitation.

Contract Overview
CYBER DOME is CISA’s flagship enterprise cybersecurity contract and represents one of the most significant cyber modernization opportunities in the federal market. With an anticipated $18 billion ceiling, CYBER DOME will consolidate multiple legacy programs — including elements of CDM DEFEND, FLASH, and other DHS cyber task orders — into a unified, scalable acquisition channel.
This vehicle is designed to reduce fragmented buying across DHS, improve interoperability, and accelerate adoption of modern cybersecurity capabilities. CYBER DOME will support a wide range of mission needs, including zerotrust implementation, cyber operations, vulnerability management, supply chain risk mitigation, and AIenabled cyber analytics.
Unlike many DHS vehicles, CYBER DOME is being built from the ground up to support enterprisewide adoption, meaning it will be accessible not only to CISA but also to DHS components and federal partners through shared services agreements.
