DHS PACTS III Canceled: What Happened and Where to Go Next
DHS PACTS III was officially canceled on June 27, 2025. After years of development and a proposal submission window in 2024, the Department of Homeland Security determined the contract was non-mission critical and redundant with existing government-wide acquisition vehicles. No awards were ever made. What Was DHS PACTS III?
PACTS III was a Department of Homeland Security multiple-award indefinite delivery indefinite quantity (IDIQ) contract vehicle for non-IT professional services. It was a 100% small business set-aside structured around three functional categories:
• FC1: Administrative Management and General Management Consulting Services (NAICS 541611)
• FC2: Office Administrative Services (NAICS 561110)
• FC3: Engineering Services (NAICS 541330)
The contract had an estimated ceiling of $8.4 billion over a 10-year period of performance, with four small business socioeconomic tracks under each category: SDVOSB, WOSB, HUBZone, and 8(a). DHS planned to award 96 contracts — significantly more than the 30 under PACTS II and 34 under PACTS I. Despite a final RFP in February 2024 and a proposal submission deadline of May 31, 2024, the contract was never awarded.

- LOE vs Outcome-Based Distinction: Updated to include definitions for “Level of Effort (LOE) Qualifying Project (QP)” and “Outcome-Based QP”. Added language to clarify what evaluation criteria would apply to “Level of Effort” or “Outcome-Based” QPs.
- Domain Name Changes: Renamed the Technical Services Domain to the Engineering, Logistics and Operational Services Domain.
- Emerging Large Business Criteria: Updated all applicable sections to include Emerging Large Business criteria.

Why DHS Canceled PACTS III
On June 27, 2025, DHS posted a notice on SAM.gov announcing the cancellation of the PACTS III solicitation evaluation. The decision aligned with President Trump's March 2025 Executive Order 14240, "Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement," which directed federal agencies to eliminate redundant contract vehicles and leverage existing government-wide solutions. DHS determined that PACTS III was "non-mission critical" and that the services it would have covered are already available through existing GSA vehicles — primarily GSA OASIS+ and the GSA Multiple Award Schedule (MAS). The department will not recompete PACTS III or issue a successor vehicle with the same structure.
Where Does PACTS III Work Go Now?
DHS has stated it will use two existing GSA vehicles to fulfill the requirements that would have flowed through PACTS III: GSA OASIS+ (One Acquisition Solution for Integrated Services Plus) is a best-in-class government-wide IDIQ that covers professional services including management consulting, technical and engineering services, research and development, and logistics — all of which overlap heavily with PACTS III's functional categories. OASIS+ is now open for continuous on-ramping as of January 12, 2026 and has expanded to 13 domains including Business Administration, Financial Services, and Human Capital under Phase II. GSA Multiple Award Schedule (MAS) provides DHS and other agencies with access to commercial professional services under pre-competed pricing. The MAS is always open for new vendors and requires no competitive scoring — just meeting GSA's standards for the applicable Special Item Number (SIN). For small businesses that invested in PACTS III preparation, the good news is that access to DHS work through OASIS+ and MAS is now available to far more firms than the 96 PACTS III awards would have reached.
