GSA OASIS+ Proposal Support

Army MSD IDIQ has been cancelled:
The Army has determined to no longer pursue the solicitation and award of the Modern Software Delivery IDIQ.
Contract Canceled:
As of June 27, 2025, The Department of Homeland Security has canceled the evaluation of proposals submitted under its PACTS III department-wide contract vehicle solicitation.

Contract Overview
GSA’s OASIS+ is a suite of six government-wide, multiple award, indefinite delivery indefinite quantity (IDIQ) contracts designed to provide a broad range of professional services to all federal agencies. The six contracts—Total Small Business, WOSB, SDVOSB, 8(a), HUBZone, and Unrestricted—are nearly identical except for necessary differences due to size or socioeconomic restrictions. Companies may hold as many contracts as they are qualified for.
OASIS+ has no limit on the number of awards, and no ceiling on the contract value.
The scope of OASIS+ is currently organized into eight functional domains formed groups of related NAICS codes: Management & Advisory, Technical & Engineering, Research & Development, Intelligence Services, Environmental, Facilities, Logistics—all available on all contracts, and Enterprise Solutions—available only on the UNR contract.
OASIS+ is a follow-on to the original OASIS contract and offers more flexibility for customers and more opportunities for small businesses. It has been designated as a Best-in-Class (BIC) contract by the Office of Management and Budget, making it a preferred government-wide solution
Contract Delayed:
Considering the ongoing evaluating of the recent E.O. “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement,” there’s a reflective delay in the pre-solicitation meeting and the release of the final draft RFP for Army MAPS.

Functional Areas
While the legacy OASIS contract focused on professional services organized by size standard into pools of unrelated NAICS codes, the OASIS+ scope includes professional and other Service Contract Labor Standards (SCLS) covered services, organized by related services into domains of individual NAICS codes.
- Management and Advisory: Includes management and consulting services providing advice and assistance for operating and management issues as well as meeting mission goals.
- Technical and Engineering (T&E): Includes providing engineering and technical professional skills that can apply laws and principles of engineering and providing expert advice on a myriad of technical functions and issues.
- Research and Development (R&D): Includes any activities required for research and development objectives including basic and applied research and experimental development. Services will also include R&D in various technology, social science, life science, and humanities categories.
- Intelligence Services (INTEL): Includes supporting the full range of command, control, communications, intelligence, surveillance, and reconnaissance mission requirements.
- Environmental Services (ENV): Includes providing teams of multi-disciplined experts who will support agencies in meeting environmental requirements more efficiently.
- Facilities (FAC): Includes providing all support and services required for maintaining and operating assets and equipment, excluding major construction.
- Logistics (LOG): Includes providing expert support for comprehensive logistics solutions.
- Enterprise Solutions (Unrestricted/full and open bidders only): Includes supporting highly technical, large-dollar, wide-reaching, and very complex in scope new and emerging specialized mission objectives. Also includes providing support in managing projects with highly specialized requirements.
- Business Administration: This functional area includes requirements to assist with administrative, and business management services.
- Human Capital Domain: This functional area includes training and development services, human capital strategy services, and organizational performance improvement. Services aim to support human capital objectives through hiring and talent acquisition, proper background investigations, and career and leadership development.
- Financial Services: This functional area includes requirements designed to support financial objectives, such as accounting, budgeting, financial advising, loan servicing, asset management services and complementary financial services.
- Marketing & Public Relations: This functional area includes marketing & public relations services that span advertising, marketing, production and media services.
- Social Services: This functional area includes social services requirements. These requirements involve government services provided for the benefit of the community and society.
Proposal Requirements
Proposal Requirements and Scoring
Submitting a successful proposal for OASIS+ requires meticulous attention to detail and thorough preparation. The proposal requirements include completing all provided applicable templates and collecting, tagging, and uploading documentation to the Online Symphony Portal (OSP). Offerors can use the Attachment J.P-1 Scorecard to gauge whether they meet or exceed the required thresholds for award consideration in their respective domains. Key proposal requirements include:
- Qualifying Projects: Proposals may include examples of qualifying projects that demonstrate the offeror's experience and capability to perform the required services within the applicable domains. A variety of categories provide opportunities for points.
- Past Performance: Offerors may provide past performance references to showcase their successful delivery of similar services in scope and complexity. for additional points.
- Systems, Rates, and Clearances: Offerors may include proof of government-approved business systems, billing rates, and facility clearances for additional points.
- Other Certifications: Offerors may include proof of industry certifications (e.g., quality, EVMS) for additional points.
- Cost/Price Evaluation: Offerors are required to submit cost/price proposals, which will be evaluated as part of the verall assessment.
- Small Business Requirements: For small business categories, proposals must adhere to the requirements specific to the relevant set-aside (e.g., Total Small Business, 8(a), HUBZone, SDVOSB, WOSB).
Other than small businesses (OTSBs) bidding on the unrestricted/full and open contract must provide an Individual or Commercial Subcontracting Plan.
