Contract Overview

MAPSS is MDA’s fourth-generation Advisory and Assistance Services (A&AS) program and the direct follow-on to Technical, Engineering, Advisory, and Management Support (TEAMS) Next. The program encompasses approximately 3,000 Full Time Equivalent positions with an estimated portfolio value of $5.5 billion, structured across six tranches that will roll out incrementally through 2030.

MDA is using MAPSS as the primary mechanism to reach its category management goal of 80% spend under management by 2029. To get there, the agency is leveraging GSA’s OASIS+ MA IDIQ as the delivery vehicle for the majority of MAPSS requirements — making OASIS+ positioning a critical prerequisite for most firms pursuing work under this program.

Each individual MAPSS requirement contract will carry a five-year period of performance, with a base of either two or three years depending on stakeholder need. Work will be performed primarily in the National Capital Region, Redstone Arsenal/Huntsville AL, Dahlgren VA, and Schriever SFB/Colorado Springs CO, with worldwide performance as required.

July 2026 — MAPSS Tranche 2 Consolidated into Two Task Orders

MDA signed a Determination + Findings on June 23, 2026, consolidating four legacy security and intelligence contracts into two Tranche 2 task orders: MAPSS Security ($202.3M) and MAPSS Intelligence ($85.5M). Both are being executed as 100% Small Business Set-Asides with no socioeconomic preference — meaning small business primes will lead the entire ~$288M scope.


This follows MDA's February 2026 stand-up of the new Directorate for Staff Intel and Security Division (DSS), which now consolidates all enterprise security functions — except International Security — under a single entity. The task order structure mirrors that reorganization.


MDA's market research confirmed the "Rule of Two" was met on both task orders: 10 capable firms identified for Intelligence (8 small businesses) and 6 for Security (5 small businesses). The competitive field is set.

 

Latest Government Action:

The MAPSS Tranche 2 Acquisition Team is conducting an Industry Day via Jabber on June 25, 2026 at 10:00 AM CST. The team will review requirements with technical experts, walk through the HTRO evaluation methodology, and present the anticipated schedule. Tranche 2 scope includes Intelligence, Counterintelligence, Security, Test Support, Public Affairs, and Facilities Lifecycle Management. Tranche 1 (Quality & Mission Assurance and Safety) is actively in execution. All Tranche 1 questions must be directed to the Ordering Contracting Officer. All Tranche 2–6 inquiries should be submitted to MAPSS@MDA.mil.


Note: MDA and the Consolidated Services Program Office are also assessing the impacts of DoW implementation guidance on Executive Order 14222 (Department of Government Efficiency Cost Efficiency Initiative). Industry should anticipate potential adjustments to the MAPSS acquisition moving forward.
