Army MSD IDIQ has been cancelled:
The Army has determined to no longer pursue the solicitation and award of the Modern Software Delivery IDIQ.
Contract Canceled:
As of June 27, 2025, The Department of Homeland Security has canceled the evaluation of proposals submitted under its PACTS III department-wide contract vehicle solicitation.

Contract Overview
The PRISM contract is designed to provide the Office of the Undersecretary of Defense for Personnel and Readiness (OUSD P&R), its directorates, and strategic partners with innovative and cost-effective services that incorporate industry best practices to meet the demands associated with a dynamic global threat and security environment.
The complex military or defense-related systems that are developed, managed, and/or utilized by the DoD may be large-scale projects involving advanced technologies, substantial investments, and various components such as:
- National security systems
- Communication systems
- Surveillance systems
- Other capabilities aimed at enhancing national security and military readiness and effectiveness
The PRISM MATOC IDIQ contract is set to run through July 2029. Work is expected to take place in the Continental United States (CONUS) and Outside the Continental United States (OCONUS).
Contract Delayed:
Considering the ongoing evaluating of the recent E.O. “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement,” there’s a reflective delay in the pre-solicitation meeting and the release of the final draft RFP for Army MAPS.

The scope of professional services under the PRISM contract includes:
- Providing support for various office functions within OUSD P&R, including executive director offices and assistant secretaries for readiness, manpower, health affairs, force resiliency, and talent management.
- Conducting a Due Diligence Review (DDR) before accepting task order requirements from customers not already listed in the PRISM performance work statement.
- Delivering services that maximize MDoDS resources through business process reengineering, professional recommendations, executive level interfaces, project management, analysis, and administrative services.
