The Army has determined to no longer pursue the solicitation and award of the Modern Software Delivery IDIQ.
Contract Canceled:
As of June 27, 2025, The Department of Homeland Security has canceled the evaluation of proposals submitted under its PACTS III department-wide contract vehicle solicitation.

Contract Overview
The MDA requires an advanced, multi-domain defense system capable of detecting, tracking, intercepting, and neutralizing threats to the United States homeland, its deployed forces, allies, and friends across all phases of flight by ballistic, hypersonic, and cruise missiles, and other advanced aerial attacks.
The SHIELD IDIQ contract will support national defense objectives by ensuring continuous, layered protection against air, missile, space, cyber, and hybrid threats originating from any vector — land, sea, air, space, or cyberspace. This effort supports services and supplies for classified and unclassified programs on multiple security domains.
SHIELD will provide rapid delivery of innovative capabilities to the warfighter with increased speed and agility, leveraging the following capabilities:
- Artificial Intelligence/Machine Learning: Using AI/ML to enhance detection, tracking, and response capabilities
- Digital Engineering: Employing advanced modeling and simulation to accelerate development
- Open Systems Architecture: Developing modular, adaptable systems that can evolve with emerging needs
- Agile Development: Implementing iterative, rapid development processes to deliver capabilities faster
The SHIELD IDIQ contract is set up to run for a 10-year base period.
Contract Delayed:
Considering the ongoing evaluating of the recent E.O. “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement,” there’s a reflective delay in the pre-solicitation meeting and the release of the final draft RFP for Army MAPS.

Evaluation Criteria
The Government will evaluate Factor I – Corporate Experience for:
- Recency – Performed within 5 years from the date of the solicitation
- Relevance – Involves some of the scope that would be under the Section C scope description’s comprable areas, in a missile defense or similarly related application.
