Solutions for Intelligence Analysis 3 (SIA3) Small Business On-Ramp

The Army has determined to no longer pursue the solicitation and award of the Modern Software Delivery IDIQ.

Contract Overview
The SIA 3 program is a potential 10-year, $17.1 billion IDIQ contract supporting intelligence analysis, sciences, engineering, and enabling services for the DIA and DIE. The SIA 3 IDIQ has a five-year base term and five option years, with work occurring at multiple sites in the continental U.S. and abroad through August 2029.

DIA’s Virginia Contracting Activity intends to issue an RFP for the SIA 3 contract’s small business on-ramp in the first quarter of fiscal year 2025 to provide a structured on-ramp process for small businesses to participate in this critical defense initiative. Services are required for both CONUS and OCONUS. In some cases, OCONUS services will subject personnel to harsh and hostile environments designated by the U.S. Government as imminent danger and/or hostile fire zones.
Contract Delayed:
Considering the ongoing evaluating of the recent E.O. “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement,” there’s a reflective delay in the pre-solicitation meeting and the release of the final draft RFP for Army MAPS.
A total of 110 rolling unrestricted businesses are anticipated to be awarded contracts across the following eight (8) domains:

Formal awards and Notices to Proceed (NTPs) will be sent to award recipients as early as April 15, 2025.
Contract on Hold:
Considering the recent E.O. “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement,” the MDA is placing the release of the MIOES RFP on hold until further notice.
