Proposal submissions will be via the Symphony Procurement Suite. Symphony will provide the Highest Technically Rated Offer (HTRO) self-scoring.

Offerors must demonstrate CMMC Level 1 compliance at proposal submission. CMMC Level 2 (self) is required no more than 6 months after contract award.

Evaluation Criteria

The SOFGSD evaluation is expected to follow a best-value tradeoff approach with a single-phase submission.

Per the Final Section M released March 24, 2026, the Government intends to award to the top 15 highest-scored offerors, including ties. The best value award process will include multiple steps:

  1. Initial review of submissions in Symphony; this is a review for completeness and compliance
  2. Establish highest score using the Symphony Score Card and review against the evaluation criteria.
  3. Price evaluation will be used to determine fair and reasonable prices.
