Contract Overview

UMCS VI is the sixth generation of the U.S. Army Corps of Engineers Huntsville Engineering and Support Center’s premier facility-related control systems vehicle. It covers the full lifecycle — procurement, installation, and maintenance — of industrial control systems at DoD installations worldwide, from CONUS military bases to 30+ OCONUS countries including Germany, Japan, Korea, Kuwait, Saudi Arabia, Italy, and Poland.

UMCS VI is a recompete of an existing vehicle with 19 incumbents and a new ceiling of $5.1 billion — nearly double prior estimates of $2.5–$2.75 billion. That increase reflects the growing scale of DoD’s facility modernization requirements and signals how much opportunity is available on this vehicle.

The contract is structured as full and open with a dedicated small business reserve suite. There is no cap on the number of awards — every offeror determined to be technically acceptable gets on the vehicle. This is not a competition to outscore other firms. It is a bar to clear, and a well-prepared proposal gets you there. The Rule of Two analysis is then applied at the task order level, giving small business holders a genuine path to order volume without competing against large primes on every order.

One notable barrier has been removed: the Requiring Activity will sponsor the Facility Clearance (FCL) for awardees. Firms without an existing FCL can get on this vehicle without having solved the clearance problem in advance.

Contractors will provide procurement, installation, and maintenance of Industrial Control Systems (ICS) across DoD installations worldwide. Systems covered include:

  • Chemical/biological/radiological contaminant detection, filtration, and response systems

The Government requires procurement of state-of-the-art systems compliant with U.S. Government Regulations, U.S. National Codes, and applicable industry standards. Effective testing based on meeting regulations and standards of installed systems is a requirement of UMCS.
